Bill W. Smith, an ex-offender who served four and a half years in prison and later became the Chaplain of the Hamilton County Jail for more than nine and a half years until he retired in March 2010.
He was a director of both boys and girls homes in addition to being a state juvenile probation officer for four and a half years and a therapeutic foster home counselor with nine children that he supervised.
He also was a substance abuse counselor and a job coach for mentally challenged adults.
